Who Must Undergo the Recognition Procedure?

Recognition of a foreign education document is the official confirmation of foreign education and (or) qualifications required for admission.

According to Part 4 of Article 107 of the Federal Law "On Education in the Russian Federation", documents not covered by international treaties require a recognition procedure in accordance with the Administrative Regulations approved by Rosobrnadzor Order No. 1443 dated 26.06.2023.

Without the recognition procedure, the following documents are valid in the Russian Federation: documents covered by international treaties, or documents issued by foreign institutions included in the government list.

For CIS countries: if your education document was issued between May 15, 1992 and the date indicated below, it is subject to the recognition procedure (except for documents issued in the Republic of Moldova). Recognition of education documents for CIS countries.

Preparatory Faculty for Foreign Nationals

The Preparatory Faculty provides one-year language and subject training for foreign nationals planning to study at Russian universities. Graduates who pass the final exams may continue their studies at VSTU or any other Russian university.

Classrooms and dormitory rooms are located in the same building, next to modern sports facilities.

Every year, more than 100 graduates of the faculty enroll in VSTU and other Russian universities.

Starting from 2026, foreign nationals can apply to Russian universities entirely online — through the ruID app and the "University Admission Online" service on Gosuslugi.

No need to visit the admissions office in person. Submit your application, track its status, and manage your documents from anywhere in the world.

What Is ruID?

ruID is a mobile app from the Russian Ministry of Digital Development for foreign nationals. Since June 30, 2025, new entry rules are in effect: before travelling to Russia, foreign nationals must submit an entry application via ruID or Gosuslugi. The app also provides services for foreigners, entry notifications, and generates a QR code after border crossing to be used alongside your identity document.

How to Register in ruID

Download and install the ruID app on your phone

Log in with your Gosuslugi username and password. If you don't have an account yet — register, and enter the document details you plan to use when crossing the Russian border

Select the required service and submit your application

If needed — submit an entry application in advance (at least 72 hours before arrival)

How to Apply to University Online

Register in ruID and get a verified Gosuslugi account

Go to the "University Admission Online" service — via the ruID app or the Gosuslugi portal using the same account

Choose your program: bachelor's, specialist's, master's, or postgraduate
4
Upload your education documents and other required files
5
Submit your application and track its status online

⚠ Important: If your Gosuslugi account is not verified, you will not be able to sign a paid contract online. In this case, please contact the university directly.

How to Get a Verified Gosuslugi Account from Abroad

Route 1 — By registered letter
The most universal option — no visit to a Russian service centre required.

Once you have your SNILS, enter it on Gosuslugi to upgrade to a standard account. Then request account verification by post. A letter with a confirmation code will be sent to a postal address; enter the code in your personal account.
Route 2 — Via banking app
If you already have access to an internet bank from the official Gosuslugi list. Some banks allow you to create an account and open a profile from abroad.

If the SMS code doesn't arrive or your bank data doesn't match Gosuslugi, contact your bank's support service.

How to Get SNILS from Abroad (for Russian Citizens)

A verified Gosuslugi account requires a SNILS number. To get one without travelling to Russia:

1. Download form АДВ-1 from the SFR website
2. Fill it in using your passport (including a foreign passport)
3. Have it notarised at the Russian consulate
4. Send the package by post to: 119991, Moscow, Shabolovka St., 4, GSP-1
